Summary:

Responsible for the provision of high quality, cost effective behavioral health services at the Sheppard Pratt acute care hospital in Baltimore County. Service as lead executive for the campus, working collaboratively with the nursing/clinical services leader and medical leader to direct the operations of all clinical and support services at the campus. Operates within a matrix organization structure to collaborate with clinical, support and administrative service leaders within Sheppard Pratt. Participates in system-wide strategic planning, responsible for the successful execution of identified initiatives. Collaborates and supports behavioral health leaders in program planning and the implementation of strategic organizational and department goals/objectives. Provides executive oversight to a portfolio of hospital-focused and system-wide shared services. Builds and maintains relationships in the broader community (government, civic, healthcare, advocacy, and business entities), serves as the public face of Sheppard Pratt within the region.

Responsibilities:

Supports the Delivery of (world class) Patient Care Services

  • Responsible for the overall quality and delivery of patient care services throughout the campus (acute care, day hospital, urgent care, hospital-based outpatient).
  • Develops and maintains a positive and collaborative working relationship with nursing leadership and the Medical Director/Chief of Staff. Works with nursing leadership and the Medical Director/Chief of Staff to maintain positive working relationships with clinical staff.
  • Leads the campus management team based on a vision for care delivery. In collaboration with the VP & COO, defines the philosophy, goals, and objectives of the clinical programs and support services in their span of control.
  • Implements the mechanisms to coordinate clinical and support services throughout the continuum of care, to include clinical pathways, protocols, guidelines, standards of care, quality, and safety related to behavioral health.
  • Ensures that all services are compliant with all Joint Commission, local, state, and federal and governing body regulations and standards.
  • In collaboration with Nursing leadership and the Medical Director/Chief of Staff, is responsible for the provision of quality assurance, quality management, and utilization review


Administrative and Fiscal Management

  • In collaboration with the campus nursing and medical leaders, leads the development of a financially sound model of care with an appropriate complement of clinical team members, ratios of staff to patient, and other factors. Leads the budget development and submission for the campus.
  • Works with the finance team to monitor financial performance and makes adjustments to ensure that financial objectives are achieved during the year.
  • Interacts with the hospital's support services to ensure that a safe, clean, and secure environment of care is provided for patients, staff, and visitors.
  • Works with the marketing, strategy and provider relations teams to periodically monitor the market, cost effectiveness, and benefits of programs. Assesses and analyzes market data to identify trends and initiates responsive actions to enhance or negate the impact on the facility.


Staff Supervision and Leadership

  • Has administrative oversight of clinical, support service and administrative staff for the campus.
  • Supervises the leaders of Pharmacy, Intake services, Specialty Admissions/Call Center, Specialty Services/Private Pay.
  • Ensures that all employees receive prescribed orientation, in-service and continuing education, and supervision.
  • Ensures that established personnel policies are communicated and followed.


Business Development & Strategic Goals

  • Leads campus leadership meetings and provides expertise, information, and strategic planning content to the executive leadership team and other internal entities as needed.
  • Supports business development activities including but not limited to the enhancement of third-party payer contracts and growth in referral relationships.


Community Relations

  • Serves as a community liaison working with city, county and state government officials and agencies to ensure positive relationships and position Sheppard Pratt as the leading resource for mental health.
  • Ensures that effective referrer liaison procedures are established and utilized to ensure satisfaction with referral, admission, treatment, and discharge processes for all services we offer.


Requirements:

  • Position requires a Master's degree in Mental Health, Health Services or Business Administration or active Maryland mental health professional license at time of appointment, including LCSW-C, LCPC, RN, Psychologist and others. Work requires thorough knowledge of health care management theory and practice, outpatient mental health system and service delivery management, program planning and evaluation, budgeting, and strong written and oral communications skills.
  • Work requires at least 5 years of progressively responsible related experience to plan and direct all phases of hospital operations; knowledge of reimbursement, licensing, and credentialing requirements; and leadership ability sufficient to develop and attain short and long-term goals and objectives, formulate and administer budgets, promote services in the community, and lead/direct staff.
  • Work requires interpersonal skills sufficient to direct large numbers of staff, to effectively communicate within Sheppard Pratt and with outside individuals and groups in order to promote programs (51-80% of work time).
  • Work requires problem-solving skills sufficient to develop and evaluate plans and objectives, formulate and administer budgets, resolve programmatic problems, and identify and pursue operating plan targets assigned by the executive team.
  • Work requires the ability to concentrate and pay close attention to details when developing and administering program plans and budgets, preparing for review by outside parties, and meeting program deadlines, and frequently (51-80% of work time) produces a high level of mental/visual fatigue.
