Team Rubicon (TR) is seeking a Director, International Operations to oversee the deployment and rapid scaling of TR’s capacity to impact communities affected by crisis, including rapid onset disasters, infectious disease outbreaks, and other humanitarian disasters around the world. This will require an individual to lead across all levels of the organization and work with a diverse group of stakeholders. The Director, International Operations will be responsible for supporting and scaling the necessary internal infrastructure to execute against individual, institutional and government funding, grow and improve the quality and quantity of Team Rubicon’s international deployable roster of responders, provide oversight in the delivery of aid in both rapid onset and complex emergency contexts and identify opportunities and execute against appropriate program builds.

Every day will be a challenge, but every month brings new opportunities for an organization that is quickly becoming a household name in disaster response. This position is based out of TR’s Tactical Operations Center (TOC) in Chicago, IL OR based remote anywhere within the United States.

Duties:

  • Lead the development of and drive the execution of Team Rubicon International’s overarching strategy across the global landscape to enhance TR’s ability to respond rapidly to international disasters, infectious disease outbreaks, and other humanitarian crisis around the world.
  • Advocate for TRI as an innovator in the space of disaster medicine, humanitarian aid in conflict zones, and the climate crisis.
  • Lead and manage cohesive and coordinated Operations Support, International Operations Response, and Infrastructure Support teams, including TR Staff, Contractors and Volunteer Leaders within Planning, Mobilization, Logistics, and Technology.
  • Oversee the deployment of disaster response teams globally.
  • Strengthen, build and professionalize a team of on-call volunteers, contractors, and other support capable of delivering on the unique scope and requirements needed for success in austere and oversees deployments.
  • Establish and maintain a process of to assess and select personnel for the international deployment roster.
  • Coordinate the planning and execution of Team Rubicon’s core international capabilities, including EMT and WASH, and continue to identify and introduce innovative new capabilities to meet future needs.
  • Identify, arrange, support and ensure appropriate international verifications to include World Health Organization (WHO) EMT certification.
  • Oversee programing, both in acute disaster/humanitarian response and system strengthening capacities.
  • Foster and insist on a culture of trust, professionalism, high-expectations, and accountability among TR Staff and Greyshirt volunteers.
  • Oversee the build of security, risk, and threat assessments for operational environments and ensure the creation, review and implementation of partner security documentation, mission specific risk assessments, mission planning process and documentation.
  • Ensure full mission readiness of all TR critical equipment, including EMT formulary, WASH gear, and Field Tech.
  • Work across departments to synchronize fundraising and communications efforts in support of disaster response international operations.
  • Maximize the outputs of donor dollars to achieve greater value for money in providing intended outcomes for disaster impacted.
  • Represent TR and build relationships with a diverse group of stakeholders, including foreign governments, WHO, US government agencies (USAID, USDoS, DoD), the United Nations, and partner INGO’s.
  • Support future evolution of technologies and systems to evolve the organization.

Education and Background:

  • Bachelor's degree in International Affairs/Relations, Development, or Emergency Response, or a related field, or equivalent experience; master's degree a plus
  • Minimum 8-10 years of relevant professional experience in the humanitarian aid, military, or US domestic disaster response sectors
  • Proven track record of building, and managing diverse, multi-cultural teams
  • Heavy emphasis on operating internationally with crisis innovation duties
  • Proven record of personnel management experience such as recruiting, managing, training, and developing employees and volunteers
  • Preferred: Experience in directing humanitarian aid or development programming in a complex environment

Special Requirements:

  • This is a full-time position with preference for the role to work a hybrid in-person schedule out of our Tactical Operations Center (TOC) in Chicago, Illinois; however, we will consider highly qualified remote candidates with the ability to travel up to 50% of the time to the Tactical Operations Center (TOC) located in Chicago, Illinois and/or internationally (when needed). This position provides a flexible & non-traditional work schedule (relocation expenses not provided).
  • Evening and weekend schedule supporting ongoing disaster response operations
  • Travel: Up to 50% of domestic and international travel will be required
  • Required: Meet WHO vaccination requirements, including COVID-19 Vaccination
  • Required: Must be authorized to work in the U.S. and able and willing to travel internationally

Pay Range:

  • $125,723.20 - $188,584.40 per year
