THIS POSTING WILL BE USED FOR ON-GOING RECRUITMENT AND WILL REMAIN OPEN UNITL FILLED.
Why does the job exist?
This position reports directly to the Chief Financial Officer and is responsible for oversight of all agency's contracts and accounts payables, request for proposals and invitations to bid. This position serves as the Chief Procurement Officer and ensures all procurement methods are in accordance with federal rules and regulations and state procurement code. This position also oversees the request for proposals, invitations to bid and provides guidance to agency staff regarding these procurement methods. This position oversees the accounts payable section of the agency and ensures all auditing and processing of accounts payables for the agency adhere to the Department of Finance and Administration's model of accounting principles, federal and state rules and regulations. This position provides procurement and accounts payable training to agency staff when required.
How does it get done?
This position is responsible for ensuring all contracts are processed in accordance with the New Mexico State Procurement code. In addition, this position serves as the subject matter experts for all procurement methods and provide guidance to agency staff on allowable procurement methods. This position is also responsible for the auditing and processing of all purchase orders for the agency. This position is responsible for oversight of the accounts payable section of the agency. This position ensures adherence to the state and federal rules and regulations and DFA's model of accounting principles. The position ensure oversight of the agency's procurement card (Pcard) and provides oversight of Pcard reconciliations in accordance with DFA rules and regulations.
Who are the customers?
This position works direct with upper management, division directors, financial staff, programmatic staff and outside agencies such as State Purchasing Division and the Department of Finance and Administration.
Ideal Candidate
The ideal candidate must have their Chief Procurement Certification and must be the subject matter expert in the New Mexico state procurement code. In addition, this candidate must have great writing skills and great customer services skills. This position must have experience and be comfortable presenting to senior leadership and other large groups.
Minimum Qualification
A Master's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Substitutions Apply. See Substitution Table below. A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
