Program Summary
The Family Practice & Counseling Network (FPCN) provides comprehensive primary care, dental and behavioral health services. The Network consists of three (3) federally qualified health centers (FQHC) in Philadelphia:
Abbottsford Falls Family Practice & Counseling (Northwest Philly);
Stephen & Sandra Sheller 11th Street Family Health Services of Drexel University (North Philly); and
Health Annex (Southwest Philly).
Today the FPCN serves more than 20,000 patients annually and is a NCQA certified Patient-Centered Medical Home and recognized by HRSA as a National Quality Leader for Behavioral Health.
Position Summary
The Associate Director of Integrated Behavioral Health will assist with oversight of the Integrated Behavioral Health Department and support with the operational capacity of the department. This role will provide both clinical and administrative oversite to FPCN special projects- School-Based Sites, NoW Clinic, WoW Mobile, the Family Health and Birthing Center, and projects as assigned by the Director of Integrated Behavioral Health. The Associate Director of Integrated Behavioral Health will provide clinical supervision to departmental BHC roles, interns, and/or any department administrative staff. This role will share in the responsibility of department CQI measures, assist with training and on-boarding department staff, complete chart/peer reviews as deemed necessary, and plans ongoing IBH trainings and in-services as required by funders.
The Associate Director of Integrated Behavioral Health is responsible for providing mentorship to departmental roles and will support with maintaining department productivity measures in addition to timely completion of department documentation. This role will involve traveling to various site locations. The Associate Director of Integrated Behavioral Health is responsible for providing clinical care at .6 FTE, as well as supporting with ensuring productivity and department targets are met.
Essential Duties And Functions
Program Responsibilities
Assist Director of Integrated Behavioral Health in supervising and monitoring job performance of Integrated Behavioral Health staff including: School-Based BHC (s) as assigned, NoW Clinic BHC (s), Family Health and Birthing Center BHC (s), and any other staff assigned by the Director of Integrated Behavioral Health
Oversee the completion of quarterly peer review of charts for quality assurance
Document supervisory sessions
Prepare employee performance evaluations
Develop and implement services in response to community needs as assigned by the Director of Integrated Behavioral Health
Attend site level meetings including but not limited too- primary care meetings, all staff meetings, and interdepartmental meetings
Manage Integrated Behavioral Health Department in the absence of the Director
Other duties as assigned
Clinical Responsibilities
Conduct a minimum of 18-20 BHC consultations per week, .6 FTE
Assist Director of Integrated Behavioral Health in managing and overseeing productivity requirements for all IBH staff
Charting Responsibilities
Complete all charting as needed with 48 hrs
Responsible for overseeing the charting and timely completion of assigned department BHCs and Psych NPs
Supervisory Responsibilities
Participate in clinical and administrative supervision with Director of Integrated Behavioral Health
Provide direct clinical and administrative supervision to assigned department staff
Crisis Intervention
Be immediately available to Health Center staff during working hours in the event of a psychiatric emergency
Support clinical directors with crisis response policy & procedure development in addition to standards of care development and implementation
Coordination of Care
Coordinate the care of patients with clinic staff which involves traveling throughout the FPCN network
Refer patients to higher levels of care or other services as needed
Continued Education
Maintain current Pennsylvania license to practice
Maintain competencies in mental health and substance abuse as required by licensing
Provide at least once workshop or clinical case presentation per year to department clinical staff that will aid in the development of clinical practices
Assist in the planning and coordination of department trainings and in-services
Working Conditions
Exposure to loud noise
Low exposure to blood borne pathogens and communicable diseases
Light Lifting - exerting up to 20 pounds of force frequently, and/or negligible amount of force constantly to move objects. The use of arm and/or leg control requires force greater than sedentary, but worker still sits majority of time.
Requirements
Qualifications
Master's Degree in Social Work or related field
LCSW, LPC, or Licensed Psychologist
(3-5) years’ experience as a BHC working in an integrated primary care behavioral health setting, and providing program management, leadership, and/or clinical supervision.
Good interpersonal skills and the ability to supervise, work independently, and as part of a team.
Competency in working with individuals, families, couples, and/or groups with mental health problems, substance abuse problems, and/or the dually diagnosed.
Completion of updated trainings on mental health and substance abuse related topics.
Ability to utilize and follow all mental health and drug and alcohol licensing requirements of the state, insurance companies, and other funding sources.
Experience creating and supporting a system of trauma-informed care
Demonstrate cultural competence/proficiency in interactions with others by treating co-workers, colleagues and those receiving service with respect and fairness at all times.
Ability to build and maintain positive and professional relationships based on respect, trust, and safety.
Demonstrate exemplary problem-solving, communication, interpersonal, and conflict resolution skills.

Covid-19 Vaccine Mandate: FPCN, a program in the City of Philadelphia, are required to follow the COVID vaccine mandate for healthcare workers per Philadelphia Department of Public Health. FPCN requires Healthcare Workers to be fully vaccinated. Fully vaccinated means it has been two weeks since the final dose of vaccine. Thus, we require vaccination prior to start for all new hires. This currently does not include boosters.
