Associate Director, Financial Management and Compliance- Office of the Chief Financial Officer

Requirements

Georgetown University’s Sponsored Projects Financial Operations (SPFO) is responsible for monitoring and executing the post-award administration of the sponsored activity for the University.

Accounting Functions, Cash Management And Collection

The Associate Director of Financial Management supports the tactical, strategic, and operational objectives of regarding externally funded projects and directs the day-to-day operations and resources of the Cash Management, Collection, Cost Analysis, and Compliance team under SPFO. Key responsibilities are:

  • Oversee federal letters of credit drawdowns to ensure compliance with sponsored awards' terms and applicable laws and regulations
  • Manage cash reporting to Federal sponsors and ensure accurate accounting and documentation of cash payments within the University's Financial System [Workday/Georgetown Management System (GMS]
  • Monitor sponsored projects accounts receivable listings and ensure the complete collection of outstanding funds to support accurate financial reporting
  • Serve as a resource for financial analysts and campus finance staff, providing information on cash receipts from sponsors and helping to ensure operational responsibilities are fulfilled, policies are enforced, and customer service goals are achieved.

Compliance Operations

  • Provide expert guidance on compliance operations of sponsored projects to university management, faculty, Principal Investigators, campus finance staff, and SPFO staff
  • Monitor financial compliance with federal, other government, and private agreements
  • Coordinate the development and maintenance of policies and procedures related to sponsored projects
  • Provide necessary training and monitor compliance with policies, procedures, and applicable federal regulations
  • Coordinate and oversee the University's response to all external audits related to sponsored projects, including the annual Uniform Guidance Audit and any federal or private sponsor audits
  • Analyze University financial and budgetary data and develops the financial models for trend analysis, survey requirements, and for internal and/or external studies
  • Conduct risk-based audits of sponsored transactions and subaward agreements to review for financial compliance
  • Review general ledger information to ensure proper financial presentation of sponsored activity within University financial records

Cost Analysis

  • Prepare and submit NSF Higher Education research And Development Survey (HERD) and facilitate other sponsor survey submissions
  • Assist the University's fringe benefit rate proposal and the Facilities & Administrative rate proposal
  • Maintain the costing model that supports the preparation of proposals and surveys
  • Lead or participate in the training of those involved in sponsored activities to reinforce compliance with all applicable laws, regulations, and requirements

Additional Duties

  • Work on special projects as assigned by the Senior Director
  • Supervise direct reports under the Associate Director's supervision

Work Interactions and Work Mode Designation

Reporting directly to the Senior Director, Sponsored Projects Financial Operations, the Associate Director of Financial Management works with Investigators, Grant Managers, Department Administrators, Office of Joint Research Administration ( JORA) staff, GMS Core Team, Federal agencies, other government organizations, and private sponsors.

Requirements And Qualifications

  • Bachelor’s degree
  • 7 to 9 years public accounting audit experience
  • Extensive knowledge and experience in cash management, collections, cost analysis, and compliance within the context of sponsored projects
  • Strong understanding of federal regulations and requirements related to sponsored projects
  • Excellent leadership, communication, and training skills
  • Ability to manage multiple priorities and projects effectively
  • Proven experience with managing staff
  • Knowledge of complex accounting systems
  • Strong auditing, accounting, and analytical skills; close attention to details
  • Knowledge of OMB Uniform Guidance [2 CFR 200] and its predecessors OMB Circulars A-110, A-21, A-133, A-122; FAR, PHS Guidelines, DS2 regulations, private agency guidelines, costing principles, and University procedures
  • Ability to work collaboratively with internal and external constituents
  • Proficiency in end user applications - e.g., Excel, Word, PowerPoint

Preferred Qualifications

  • CPA
  • Uniform Guidance audit/single audit experience
  • Work experience in university or hospital setting with a medical research facility

Pay Range

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:

$80,429.00 - $157,238.93

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
