Submission Deadline (firm): July 8, 20204, AoE Responses to Authors: August 7, 2024 Camera Ready due: August 12, 2024 Call for Papers for the 4th ReWorDS Workshop at eScience 2024 This workshop seeks to explore ideas and experiences on what kinds of infrastructure developments can improve upon the state of the art. Explorations of component packaging via containers and virtual machines, automation scripting, deployment, portability builds, and system support for these and other relevant activities are key infrastructure. Provenance collection, exploration, and tracking are key for a well-documented scientific output. Using existing systems to achieve these goals via experiences is important for developing best practices that span application domains. Data privacy techniques such as multi-party encryption and differential privacy are important as well. Issues with managing large data sets and workflow intermediate data, particularly those intended to manage publicly accessed data for use and reuse are encouraged. New techniques and technologies that address reproducibility requirements are also requested. We seek work on all of these, and related, topics as well as position and experience papers looking to drive the conversation for practitioners and researchers in these spaces. This workshop contributes by sharing experiences and exploring the various technological infrastructure needs to support effective, convenient workflow systems and application composition structures and approaches across a broad spectrum of HPC environments from clusters to supercomputers to cloud systems. Wisconsin unveils $3.3 billion Microsoft facility (at the failed Foxconn site), and is exactly the type of rebalancing of coastal innovation (e.g. AI LLM training) that is happening (will continue to) and needed to deliver the infrastructure and power needed to enable this type of innovation for the mainstream. The Great Lakes region in general is extremely well positioned to deliver on this demand. There's a reason why Michigan's Palisades Nuclear Plant won $1.5B in federal funding to reopen (would be the first time a nuclear plant has done that in this country). https://lnkd.in/gUYzv7Rb

Expected Timeline ☑ Senate Approval: The California Senate passed SB 1047 on May 21, 2024, with a bipartisan vote of 32-1. ☑ Assembly Vote: The bill is now headed to the Assembly, where it is expected to be voted on by August 31, 2024. ☑ Implementation: If passed and signed into law by Governor Newsom, the bill will likely be implemented in late 2024 or early 2025. Key Elements ➡ Scope and Coverage: Targets "covered AI models" with high computational power or advanced performance capabilities. ➡ Safety and Testing Requirements: Mandates safety assessments, third-party testing, and shutdown capabilities for non-compliant models. ➡ Compliance and Reporting: Requires annual certification of compliance and prompt reporting of AI safety incidents within 72 hours. ➡ Whistleblower Protections: Includes protections for employees reporting non-compliance. ➡ Penalties for Non-Compliance: Imposes fines, injunctions, and punitive damages for violations. ➡ Support for Innovation: Proposes the establishment of CalCompute, a public cloud computer cluster, for AI research and innovation. Doubling Down: Progress on Space Debris Mitigation and Remediation The recent article by Ian Christensen highlights significant strides in space debris mitigation and the ongoing challenges of remediation. As a space journalist, I find these developments crucial for space sustainability. Key Developments: - **European Space Agency**: 12 countries and 40+ companies signed the Zero Debris Charter, aiming for no net addition of debris by 2030. - **India's ISRO**: Committed to “Debris Free Space Missions” by 2030. - **US FCC**: Refining orbital debris mitigation requirements to protect current and future services. The Challenge of Existing Debris: While mitigating future debris is essential, we can't ignore the risks posed by over 25,000 tracked objects already in orbit. Efforts to remediate these face technical, political, and economic hurdles. However, advancements in satellite servicing and in-space logistics are paving the way for active debris removal (ADR). Promising Initiatives: - **Europe, Japan, UK**: Leading ADR pilot programs. - **NASA**: Policy shift to fund debris remediation technologies. Need for Government Action: Further government action is needed to sustain and scale these programs. NASA's recent study suggests debris remediation can offer comparable risk reduction per dollar spent as mitigation efforts, highlighting the value of investing in these technologies. Looking Ahead: The upcoming 6th Summit for Space Sustainability in Tokyo will explore key questions on debris remediation, aiming to catalyze operational deployment and ensure a sustainable orbital environment. The Alliance for Commercial Technology in Government was honored to join in an unprecedented alliance with Software in Defense Coalition, Alliance for Digital Innovation, and National Venture Capital Association, to respond to US Army's so-called "Modern Software Development Multiple Award IDIQ RFI". Given the major progress towards enticing commercial vendors and investors to contribute to the the US defense industrial base by the likes of Defense Innovation Unit (DIU), AFWERX, Space Development Agency, Office of Strategic Capital, and congress's excellent initiatives with DIU's Hedge Portfolio, APFIT, RIF, RCCTO, etc., out comes this "modern" software development strategy right out of the 1950's that literally PRIORITIZES Cost Plus Fixed Fee (CPFF) contracting over commercial product purchases. We're living in Bizarro World. Seems like the Army's stinging loss in Palantir's 2017 lawsuit hasn't taught the acquisition force a thing about their legally mandated (and inarguably wise) preference for commercial items found in 10 USC 3453 and FAR Part 10. For those not paying attention for the last 5 or 6 years: - Commercial purchases of existing software products under commercial terms is far and away the best acquisition option because the product is already finished, all the risk is taken out, someone else paid for it, a bunch of other people are subsidizing the maintenance, and the firm fixed commercial price the DoD might pay is a fraction of the cost to build it. It is also built by companies who only make profit when the cost to build and operate the software is minimized, focusing them on the highest quality and most economical software development techniques. Besides all that it's legally mandatory. - The second best option is custom modification of commercial items under Firm Fixed Price milestone delivery contracts for all the same reasons as above -The third best option is paying software developers Firm Fixed Price milestone deliverables for software development from scratch. This method rewards the contractor for finishing as fast and as cost-effectively as possible. - The fourth best is paying developers Firm Fixed Price hourly time and materials. At least in this mechanism the contractor is rewarded for lowering the cost of each hour of labor within the commercial hourly rate. This method still unfortunately rewards maximizing the number of hours it takes to finish the software and maximizing the maintenance labor. - The worst possible model is Cost Plus Fixed Fee, where the contractor is rewarded for maximizing the cost of the labor hour, maximizing how long it takes to finish the product, and maximizing the maintenance cost. This incentive structure also penalizes the replacement of custom labor with commercial items that are already finished and less expensive. This is literally insane. https://lnkd.in/es5Nkhvs

A proposal for 'Drones for First Responders' (DFR) Act to reduce dependency on Chinese Drones (due to potential security risks and data vulnerabilities) and also support domestic manufacturers. It proposes tariffs on PRC drones and grants to domestic DFR Drone/UAV manufacturers...... "A new legislative proposal in the U.S. Congress, known as the Drones for First Responders (DFR) Act, is poised to strike a careful balance between enhancing national security and supporting domestic drone manufacturing. This bill, introduced by Congresswoman Elise Stefanik (R-NY), emerges in response to concerns over the prevalent use of drones manufactured in the People’s Republic of China (PRC) by America’s first responders, which currently account for 90% of their equipment." "The Act supports first responder programs by providing some time for programs to make the transition from Chinese drone technology, and providing funding to purchase new hardware. The Act stands in contrast to some proposals which require first responders to immediately replace their fleet, and do not provide funding to do so." "Key Proposals of the DFR Act: 1. Tariffs and Incentives: The act introduces incremental tariffs on PRC-made UAV/Drones, starting at 30% and increasing annually by 5%. This move aims to curb the import of Chinese Drones/UAV and stimulate the U.S. and allied drone/UAV industries." 2. Grant Program: A revenue-neutral grant program funded by these new tariffs will support first responders, critical infrastructure providers, and agricultural sectors in acquiring secure drones manufactured in the U.S. or allied countries. This initiative is designed to replace vulnerable equipment with secure and reliable alternatives without imposing financial burdens on essential services. 3. Strengthened Import Regulations: By 2030, the legislation requires that drones imported into the U.S. must not contain any critical components manufactured in the PRC. This rule aims to ensure that all aspects of drone technology used in the U.S. are secure from foreign interference. 4. We report the first hybrid matter-photon implementation of verifiable blind quantum computing. We use a trapped-ion quantum server and a client-side photonic detection system networked via a fiber-optic quantum link. The availability of memory qubits and deterministic entangling gates enables interactive protocols without postselection—key requirements for any scalable blind server, which previous realizations could not provide. We quantify the privacy at ≲ 0.03 leaked classical bits per qubit. This experiment demonstrates a path to fully verified quantum computing in the cloud.
