On June 26, the European Commission (EC) has opened a consultation for a draft act adding dechlorane plus as a substance subject to certain restrictions under the POP Regulation (Regulation (EU) 2019/1021). Regulation (EU) 2019/1021 on persistent organic pollutants implements the EU’s international commitments under the Stockholm Convention on persistent organic pollutants (chemical substances). Following a decision to add dechlorane plus to the Convention, this initiative amends Annex I to the Regulation to include dechlorane plus as a substance subject to certain restrictions. On June 28, 2024, Regulation (EU) 2024/1781 establishing a framework for the setting of ecodesign requirements for sustainable products has been published on Official Journal of the European Union. The new Ecodesign for Sustainable Product Regulation (ESPR) repeals the current Ecodesign Directive 2009/125/EC, which currently only covers energy-related products, to broaden its scope to all products placed on the EU market, whether produced inside or outside the EU. ESPR sets a new sustainability and ecodesign approach enabling the adoption of product-specific measure which will set, according to product category, new requirements including performance requirements, durability, carbon footprint, recycled content, and many more, with a strong focus on product information such as Digital Product Passport, labels, and information requirements. The new Regulation will enter into force on July 18, 2024, and will directly be applicable in all member States. This Act aims to regulate intentionally added perfluoroalkyl and polyfluoroalkyl substances (PFAS) in several categories of consumer goods such as (1) Apparel; (2) turnout gear; (3) carpets or rugs; (4) cleaning products; (5) cookware; (6) cosmetic products; (7) dental floss; (8) fabric treatments; (9) children's products; (10) menstruation products; (11) textile furnishings; (12) ski wax; (13) upholstered furniture; or (14) outdoor apparel for severe wet conditions. On June 7, the European Commission (EC) has drafted a commission delegated regulations on the listing of UV328 and Methoxychlor as prohibited persistent organic pollutants. The draft aims the addition of methoxychlor and UV328 to Annex A of Regulation EU 2019/1021 on persistent organic pollutants.
