One of the key things to keep in mind while evaluating and troubleshooting latency issue is the distance of servers where our services are hosted on cloud. When my team was migrating an application from on-premise to cloud, I witnessed this issue by myself and my team tried different approaches like changing network settings, changing some key DB queries, implementing lesser time complexity logic to our features. But no luck with any of them. After, we found that some dependent applications and databases were still hosted on on-premise server which caused latency in handshake. The latency issue is also much prevalent in hybrid cloud solutions, where considering the distance of servers could help overcome the said issue.

While it is important to choose cloud providers with data centers closer to your end users, it must be configured to route traffic accordingly and scale up capacity as needed. A common pitfall is when automatic load balancing is triggered and some of the traffic is routed to another data center across the planet instead. This can hurt latency. Careful rules need to be set up to avoid such "bad routes", alongside auto-scaling to effectively reduce latency.
