Yes, most organizations are finding it very hard to implement Agile. There may be many reasons. In my experience,  1. It is due to inauthenticity. In most cases, practicing agility is just to showcase it to customers. It does not look genuine. No serious implementation is happening from the top management. So there is a lack of interest among the developers to adapt.  2. As the environment is not favorable, there is no sincerity in adapting agility, which leads to poor results. Finally, no results There is no motivation from the community to follow the frameworks.  In order to pick interest, every organization must set its vision properly and then dive into the world of Agile.
