Bought an unlocked phone and it is not unlocked

Received phone and was able to transfer things from the old phone to the new phone. When I called Metro by Tmobile, they told me the phone is locked. The IMEI number the phone gives is no good. Have a feeling I may have been scammed. Phone is not unlocked as advertised. Now I have a paper weight that I cannot use. Very frustrating.
