Q1: Can this be mounted on a hot shoe on a camera? It says cold shoe.
Yes, it can be used as a hot shoe, sliding directly into the camera hot shoe without causing any interference.
Q2: Can it fit on a ring light tripod?
Yes, there is a 1/4'' screw on the bottom of the tripod mount.

The connection between the plastic moving parts (hinge, and rotating pin) are very stiff, as if it is a press fit, with no means to loosen it. Contrary to the photo showing a bolt accepting an Allen key, the one I received did not have anything as such as shown in my photo. With no method of loosening the fitting, or even tightening it, I wonder how long this will last. With the price as such, I guess I would just purchase another one should it fail. Also, I wouldn't trust the grip holding a smartphone, especially the larger and heavier versions, in a vertical position for an extended period of time, as the grip is not that tight. The ¼" female thread is a brass insert. The photo I provided shows the holder mounted to a quick release.
