The MSI 4060 8gb is a solid choice for a budget GPU, especially for a first purchase or if you're upgrading from older tech. I upgraded from a (now old) 1050 ti, and it has been a pleasant experience. The 4060 was easy to setup and get running, in both Windows and Linux (dual boot setup).
It runs every game that I play very well, especially when compared to my old GPU. The form factor is good, and should have no problem fitting into a standard ATX case. It runs very quiet - the cooling fans only turn on when the GPU is under a workload, and I don't notice any increase in noise. The power consumption is relatively low as well, it is very power efficient.
If you are running a 30-series GPU already, this might not be the upgrade for you. The increase in performance would be minimal, and the narrower memory bus (128-bit vs. 192-bit) and lower ram (8gb vs. 12gb) compared to the 3060 is a downside. In that case, you might want to look at a 4070 instead. If your GPU is older than that, then you should consider this GPU for sure.
