IT WORKS! Finally!
It works! We have a 10yr old Shep/Husky mix and yesterday was about 30*C and he was fine! Regular panting the whole time! Lasted about an hour before i needed to pour some of my cooler water on it again. He can finally enjoy summer hikes and walks with us! Great quality, thick material same as his seatbelt and my camping cooler backpack exterior. He was very comfortable too. No issues going to the bathroom, eating, drinking, running or playing. The size chart is bang on

It's little on the pricy side, but I think it was worth it. It seems well made and smartly designed. I like the zippered opening to attach a leash to a harness. Underrated feature: the word "cooling" in large print on the vest. So far nearly all the people who have asked me why my dog is wearing a jacket in a heat wave have been too young to know how to read.
My dog seems to like it, or at least doesn't mind it. Since it has to go over the head, it requires her cooperation, and she doesn't fight putting it on. Depending on the humidity, it dries fairly fast, but if I pour more water on her before it dries completely, it disperses through the whole thing pretty well, so I don't have to take it off and re-soak it. It's also held up well. I try to keep her out of brush with it on, but there's no stopping her from rolling in the grass. So far no tears or snags, and the dirt has just rinsed right out.
Even in our humid weather, it does seem to make a difference on hot days. We can walk further, and her tongue doesn't end up hanging quite so far out. I've recommended it to several people who asked about it on walks, and after seeing it in action, my cousin bought the small off me for her dog so I didn't have to mess with a return.
