This item really brings an immediate cooling effect when worn, even if the air around you is not circulating, this provides enough air movement to disperse the heat from your neckline and head quickly.
There are 3 fan speeds, low/medium/high, and for the most part, low and medium can be used without compromising on hearing people talk or listening to the TV/radio or sounds in general.
The high setting does its job, it is powerful, but for me, it is too noisy. Not noisy that you don't eat to use it since it works best on high, but you will not be able to engage in any normal conversations without the fan sound drowning out the other sounds/voices you are trying to hear/listen to.
