The Hotsales Neck Fan works as it was intended. It does cool you down when you are overheated, as long as you do not move too much.
Initally it is a bit difficult to put around your neck as the plastic is a bit rigid. It sometimes feels like you might pull too hard and it might break. Once it is around your neck it is quite light and comfortable. It has 3 speeds which is nice but each level gets progressively louder which is a bit annoying. Even the slowest speed is a bit too loud to be able to hear others speaking to you.
The most annoying issue is that if you move your head in any direction while the fan is around your neck the air flow changes so that it only comes out of one side of the fan.
Bascially it is great to use as a fan and to cool down but if you move don't expect perfect results.
UPDATE: Just used my neck fan at the Calgary Stampede where it was about 35 degrees C. This fan really performed wonderfully and kept me cool throughout the day. It was well worth the money. In a home setting it can be quite noisey but you could hardly hear the noise at the Stampede. The head movements also didn't seem to be as problematic as when you are at home.
