However, terrorist and violent extremist use of the internet for operational purposes, such as internal communication and attack planning, presents a new set of challenges for counterterrorism practitioners and tech platforms. This operational use often occurs more covertly than external messaging, generally in private online spaces. For our September webinar of the 2022 Tech Against Terrorism & GIFCT e-learning series, we take an in-depth look into how viewing terrorist and violent extremist material online can have adverse effects on the mental health of researchers and Terms of Service practitioners, particularly content moderators. As the prominence of terrorist and violent extremist content online has grown, so has the response from tech platforms and researchers, requiring more viewing of potentially harmful material. The impact of viewing terrorist and violent extremist content online can cause vicarious trauma symptoms, which many practitioners and researchers have highlighted as an emerging problem in the counterterrorism field. However, while many platforms have turned to automated solutions, these typically lack the nuance in identifying terrorist and violent extremist content compared to human moderators. In this webinar, we will discuss the difficult balance between countering terrorism and violent extremism online and protecting practitioner and research welfare. We will also discuss mental health support mechanisms for researchers and content moderators when viewing terrorism and violent extremist content online.

West Africa Workshop on Countering Terrorism & Violent Extremism Online

Within this workshop, we will take a closer look at the terrorist and violent extremist threat landscape in the West Africa region and how this threat manifests online. The event will be dedicated to tech companies, to participate in GIFCT’s in-person training workshop to help build capacity against terrorist exploitation. Facebook, Google, Twitter, and Microsoft will be participating as will critical regional companies. We also discuss best practice in Terms of Service, content moderation, and terrorist content identification as well as a number of other practical measures to support platforms.  This session will provide a forum to discuss the ways that terrorists use the internet (regionally and globally), and to explore measures that can be taken to reduce the proliferation of violent extremist materials online whilst ensuring the maintenance of human rights.

These spaces present a unique threat of networked actors, seeking to spread violent extremist narratives in clandestine spaces. In this webinar, we will discuss the current threat landscape of misogynist and male supremacist violent extremism, with a focus on how offline violence relates to the online world. We will discuss responses to the misogynist and male supremacist violent extremist threat, and why this online content presents a unique content moderation challenge for platforms.

Audio content comes in the form of spoken statements, speeches, podcasts, and music, and allows users ways to communicate through a non-written medium. As audio content does not rely on written or image based content, it provides a unique moderation challenge as platforms cannot rely on established moderation methods used for other types of content. In this webinar we will examine with an expert panel how audio content is used by a range of terrorist and violent extremist actors to recruit, radicalise, and operationalise into extremist movements. We will also discuss the challenges to effectively detecting and moderating audio content, and opportunities to counter terrorist and violent extremist narratives which use audio mediums, whilst safeguarding human rights and freedom of expression.
