How can I navigate to "iCloud Drive (Archive)"?

I tried to save a web page to iCloud Drive -> Documents and it got saved to iCloud Drive (Archive).
Does the "Archive" reside somewhere where I can navigate to it directly? Also, what makes files get put there as opposed to non-Archive? Thanks
